Strengthening Adaptive Development and Humane Aptitude for National Advancement
The second regional workshop of Sādhana Śrinkhla (Series) 2026, being organised by the Capacity Building Commission (CBC), will be held at Guwahati, Assam, on 9 October 2026. The workshop will be inaugurated by the Hon’ble Chief Minister of Assam, Dr. Himanta Biswa Sarma, and will bring together stakeholders from all eight States of the North Eastern region, namely Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. Heads and faculty of Government Training Institutes, subject matter experts, industry partners and other stakeholders will also participate in the deliberations.
Sādhana Śrinkhla (Series) 2026 is a nationwide series of four regional workshops being organised by the Capacity Building Commission to advance the transformation of Civil Service Training Institutions into Capacity Building Institutions under National Program for Civil Services Capacity Building. Following the inaugural workshop held at Vijayawada, Andhra Pradesh, on 29–30 September 2026, the Guwahati workshop will be the second workshop in the series.
The workshop will provide a platform for participating States and Training Institutes to share their experiences, deliberate on opportunities and challenges in institutional transformation, and identify practical measures for strengthening their capacity-building ecosystems. Particular emphasis will be placed on translating the proposed reforms into State-specific action plans, including measures to improve institutional governance, strengthen faculty capabilities, and enable Training Institutes to become digitally empowered and future-ready.
From National Consultation to Regional Action
Training Institutes form the bedrock of a future-ready, responsive and citizen-centric civil service and have a critical role in realising the vision of Viksit Bharat 2047. Over the past year, the Commission has undertaken an extensive consultative journey, including Regional Task Force meetings, Sādhana Saptah held from 2 to 8 April 2026, and the National Departmental Summit on Institutionalising Capacity Building in May 2026.
These consultations underscored the need for a unified framework to guide Training Institutes in their evolution from standalone training providers into strategic, competency-driven capacity building institutions. Building on this momentum, Sādhana Śrinkhla (Series) seeks to take the national dialogue on institutional reform to the regions, engaging States and Training Institutes in contextualising the proposed reforms and translating them into actionable priorities.
Towards a Training Institute Transformation Framework
Through the regional workshops, the Commission is engaging with State Governments, Training Institutes and other stakeholders to develop a comprehensive Training Institute Transformation Framework that responds to the diverse needs and institutional realities across the country.
The consultations focus on strengthening institutional governance and leadership, improving operational effectiveness and collaboration, building faculty and institutional competencies, and enabling digital transformation and the adoption of emerging technologies, including Artificial Intelligence. A central objective is to enable Training Institutes to move from largely supply-driven training to demand-responsive, role- and competency-based capacity building.
The Framework will provide a shared direction for institutional transformation while drawing upon the experiences, priorities and contexts of individual States and institutions. The workshops will also enable participating States to identify priorities and develop actionable roadmaps for taking forward these reforms.
The implementation of this transformation will be anchored in the Unified New-Age National Training Initiative (UNNATI) portal, launched during Sādhana Saptah 2026. Connecting over 700 Training Institutes on a common digital platform, UNNATI seeks to bridge the gap between capacity-building demand and institutional supply. By enabling Training Institutes to respond to competency requirements emerging from Capacity Building Plans (CBPs), the platform will support greater institutional visibility, collaboration, resource sharing and continuous, data-informed improvement.
As the second of four regional workshops, the Guwahati consultation will carry forward the collaborative engagement initiated at Vijayawada. The insights and recommendations emerging from these consultations will inform the finalisation of the Training Institute Transformation Framework, ensuring that it reflects the diverse institutional contexts and requirements of States.
Through Sādhana Śrinkhla (Series), the Capacity Building Commission seeks to foster a connected, agile and responsive ecosystem of Training Institutes capable of equipping civil servants with the competencies required to deliver better outcomes for citizens, in line with the vision of National Program for Civil Services Capacity Building and Viksit Bharat 2047.
