- The Election Commission of India ( ECI ) announced the schedule for the general elections to the Legislative Assembly of Bihar on October 6 , 2025 .
- With this announcement , the Election Commission has issued instructions to the Chief Secretary and Chief Electoral Officer of Bihar to implement the Model Code of Conduct ( MCC ) in the state with immediate effect. The Model Code of Conduct will also apply to the Central Government insofar as announcements / policy decisions for Bihar are concerned .
- The Commission has directed to ensure strict compliance of the directions regarding removal of defacement from Government , public and private properties , prohibition on misuse of Government vehicle or Government accommodation by any political party , candidate or any other person connected with the election , ban on issuing advertisements at the cost of the Government exchequer.
- Citizens’ privacy must be respected, and no demonstrations or protests should take place outside private residences. Land , buildings, or walls should not be used for displaying flags , banners, or posters without the owner’s consent .
- A complaint monitoring system has been established, including a call center number 1950. Through this system, any citizen or political party can lodge a complaint with the relevant District Election Officer / Regional Election Officer. This system is now operational 24×7 .
- Citizens / political parties can also report Model Code of Conduct violations using the C-Vigil app on ECINET . 824 flying squads have been deployed across the state to ensure action on complaints within 100 minutes .
- Political parties are required to give prior notice of meetings and processions to the police authorities to enable traffic and security arrangements , to comply with prohibitory orders and to obtain necessary permissions for loudspeakers or other facilities.
- Ministers shall not combine their official duties with election campaigning , or use government machinery , transport or personnel for campaigning .
- The Commission has further directed that there will be a ban on transfer of all officers / employees connected with the conduct of elections.
- Officials at all levels have been instructed to act impartially in enforcing the Model Code of Conduct , ensure equal treatment of all parties, and prevent the misuse of government facilities. They must ensure the impartial conduct of meetings , processions, and voting arrangements , maintain law and order, and uphold the credibility of the electoral process.
- It has also been directed that public spaces such as grounds and helipads should be equally available to all parties on equal terms. A facilitation module has been activated on ECINET , where political parties can apply for the use of such public spaces , which should be allotted on a first-come, first-served basis.
