HANDLOOM PRODUCER COMPANIES

Under National Handloom Development Programme (NHDP) need based financial support is provided for various interventions like upgraded looms & accessories, construction of worksheds, lighting units, product & design development etc. State/UT-wise details of upgraded looms & accessories, worksheds constructed, lighting units provided under NHDP across the country during last three years are given below.

The Government promotes the formation and strengthening of Handloom Producer Companies (HPCs) as a key institutional mechanism for organizing handloom weavers into professionally managed, member-owned enterprises. 237 Handloom Producer Companies are formed under NHDP during 2020-21 to 2025-26.

Concessional Credit/Weaver MUDRA Scheme is a component of National Handloom Development Programme (NHDP) to provide adequate and timely assistance from the Banks/financial institutions to the handloom sector to meet their credit requirement for term loan & working capital in a flexible and cost-effective manner across the country. Margin money assistance is provided @ 20% of loan amount subject to maximum of Rs.25, 000/- to individual handloom weaver/weaver entrepreneur and @ 20% of loan amount subject to maximum of Rs.20.00 lakh (@ Rs.2.00 lakh for every 100 weaver/worker) to handloom organization. However, only handloom organizations are eligible for getting loans at concessional interest rate of 6% for a period of 3 years subject to interest subvention capped up to 7% by the GoI. Credit guarantee fee on loan to handloom organization only is also provided for a period of 3 years.

For timely disbursal of financial assistances i.e. Margin money, Interest Subsidy and Credit Guarantee Fee by participating banks, a centralized online claim disbursement system “Handloom Weaver Mudra Portal” has been developed in association with Punjab National Bank. Margin money is transferred directly to the loan account of beneficiaries and interest subsidy is transferred directly to concerned banks through the Portal.

For availing loan under the scheme, eligible handloom weaver/worker is required to approach participating bank concerned with the filled-up application and submit it in the bank with necessary documents. It is for the bank concerned to satisfy itself with the eligibility of the applicant for grant of loan to the beneficiary.
