Pradhan Mantri Jan Vikas Karyakram” (PMJVK) is a Centrally Sponsored Scheme, one of the flagship program of the Ministry of Minority Affairs for creation of community infrastructure in the Minority Concentration Areas of the country in the sectors viz. Health, Skill Development, Education, Women Centric Projects, Drinking Water and Supply, Sanitation, Sports, Renewable energy, Tourism, Animal Husbandry and Other Community Infrastructure.

PMJVK is a demand-driven scheme and no State/UT-wise financial allocation is made. Projects are sanctioned based on proposals received from the States/UTs and their readiness for implementation. The details of projects approved, and funds released during the last five financial years for Kerala and Karnataka are at Annexure-I.

An evaluation study conducted by NITI Aayog (2020–21) found that PMJVK has contributed meaningfully to reducing development gaps in the identified areas by creating community assets such as:

• Additional classrooms, school buildings and hostels
• Community Health Centres (CHCs) and Primary Health Centres (PHCs)
• ITIs, polytechnics and skill training centres
• Women-centric facilities and other critical infrastructure

The restructuring of the scheme in 2018–19 resulted in better project targeting, with enhanced focus on women-centric interventions. The NITI Aayog study also recommended wider coverage to ensure that benefits reach minority communities in all States.

In line with these recommendations, PMJVK has been approved for implementation from FY 2022-23 onwards with revised guidelines during the 15th Finance Commission cycle, covering all districts of the country.

Execution, Operation and Maintenance of the approved project units under PMJVK is the sole responsibility of the beneficiaries State Government/ UT Administration, as the case may be. However, the details of the projects approved during the last three years and the current year under PMJVK are given at Annexure-II.
